director of facilities management

Lewis County General Hospital is currently seeking one Full Time Director of Facilities Management. Duties include but are not limited to engineering management of heating, ventilation, air conditioning, lighting and maintenance of the facility buildings and grounds. Additionally, the incumbent is responsible for oversight of Emergency Management and Safety functions as well as departmental budget preparation and purchasing to insure efficient and continuous operation of the facility.  The work is performed in accordance with established policies, under general direction of the Health System Chief Financial Officer with wide leeway permitted for the exercise of independent judgment in carrying out details of the work.  Supervision is exercised over the work of maintenance and other assigned maintenance and grounds-keeping staff.  The incumbent does related work as required.

TYPICAL WORK ACTIVITIES:

·         Directs and supervises assigned staff in the safe and efficient maintenance and operation of facility buildings and grounds;

·         Develops, schedules, and manages a preventive maintenance program designed to retain buildings, grounds and equipment in safe operating condition;

·         Establishes, monitors and modifies a coordinated preventive maintenance program for energy use and conservation;

·         Identifies and reports mechanical and structural deficiencies and the need for repair or replacement to superior;

·         Makes periodic inspections of buildings and grounds, especially heating and cooling equipment, to insure correct and efficient operation;

·         Works with administrative staff, architects, contractors and other vendors to plan for building, remodeling, renovation or new construction projects and develops recommendations to be presented to the Health System Administrative Team and the Board of Managers;

·         Develops and revises an accurate annual inventory of supplies and equipment which complies with the principles of fixed assets accounting;

·         Makes recommendations to administrators on maintenance, repair and operational needs;

·         Represents the Health System Administrative Team and/or Board of Managers relative to operation and maintenance of the facility and grounds at meetings;

·         Directs facility snow and ice control activities;

·         Maintains records of time and material expended, supplies inventory, and projections of workload;

·         Adheres to and maintains a working knowledge of regulatory agency requirements concerned with facility operation, to include CMS Conditions of Participation, the Joint Commission, NYS Department of Health, OSHA, and NFPA codes and standards;

·         Plans, organizes, prioritizes and directs the daily operations of facility maintenance and groundskeeping personnel;

·         Organizes department structure and staffing according to the facility’s needs and establishes high standards of performance;

·         Manages construction and renovation projects up to major additions;

·         Investigates and reports on damage to buildings with recommendations for repair and prevention;

·         Develops and monitors the building maintenance and operations budget and works with the Finance Department to coordinate the purchase and distribution of building maintenance supplies and materials;

·         Prepares preliminary plans, specifications and cost estimates of designated repair and alteration projects;

·         Recommends employee appointments, transfers, promotions and disciplinary action to the Health System Administrative Team;

·         Inspects and prepares reports on the work of outside contractors and recommends acceptance or rejection;

·         Prepares a variety of records and reports related to the work.
